About the PADMA programme — Government of Haryana MSME clusters

What is PADMA

What PADMA means for your business.

PADMA — the Programme to Accelerate Development for MSME Advancement — is Haryana's plan to build a modern manufacturing ecosystem in every block: one block, one product, shared strength.

Lower setup burden

Shared infrastructure and CFC reduce individual capex — you buy a plot, not the roads and utilities around it.

Faster to production

Plug-and-play sheds and ready utilities move you from allotment to output in months, not years.

Stronger incentive position

Several PADMA incentives are materially larger for units located inside a notified cluster.

Honest note: PADMA incentives are paid by the Government of Haryana directly to your unit and depend on eligibility. The developer provides the cluster; the Government provides the incentives. Read the official PADMA notification ↗
